I think the Singles of the Week review was from NME. The other pic was from 1995 and was part of a press article, Manchester Evening News perhaps. It was taken in the building where The Fall had an office on New Mount Street.

“The photo on the stairs, with Julia Nagle, Steve Hanley, MES, Karl Burns, Brix Smith-Start and Lucy Rimmer may or may not have appeared in the Manchester Evening News, but it definitely did appear in the NME of 3 February 1996.
