There seem to be missing some text but read;

Bootle Street.

Subject: "ALLEGED SALE OF “DRINAMYL” TABLETS AT MANCHESTER CLUB”.

Sir,
I refer to the letters dated 20th April, I964 and 28th April 1964, from the Chief Constable, Bradford City Police respecting the above.

The club referred to, the “TWISTED WHEEL” is situated at 26, Brazenose Street, City, and occupies the basement of a part of an office block. The owners, are three brothers, xxxx xxx and xxx. The membership is said to be fourteen thousand, a large number of which, reside outside the Manchester area. Yorkshire, Derbyshire, Cheshire, etc. These members apparently organize coach trips to attend. (This appears to be ??? connection). The club caters for teenagers, 16 to 20 years. (Although the uniform branch say that many youngsters below that age group are found in the club).
The club premises are divided into six rooms, four of which have no furniture whatsoever, members apparently stand or lie on the floor. One room is used for the sale of soft drinks and refreshments and the other accommodates a three-piece band. The lighting arrangements throughout the club, are very poor indeed. (This is by design). These conditions would certainly assist any member who wishes, to traffic in drugs. Even if the management were concerned about this possibility (which I very much doubt) I cannot see how they could prevent such a practice if it…

…as a member. He admitted. that there had been rumours to that effect on several occasions amongst members of the club but nothing definite had come to light, when enquiries were made by the staff. Membership had however, been withdrawn from one member (Name not known) who appeared on television (Scene at 6.30) who alleged that drugs could be obtained at that club. He promised to inform the police as soon as any suggestion was made, that members were selling or bringing drugs into the club.
Current observations are being taken on these premises, by both the Plain Clothes Dept, and the Policewomens Dept,
in an effort to obtain evidence of drugs, to date, these enquiries and observations have been negative. This is largely due, to the conditions that exist at the club.
There has been one offence, recently reported in the Manchester area, concerning the the larceny of drugs, they were five hundred "Adrinamyl" [sic] tablets from a chemists shop in [it looks like Crumpsall].This occurred between 5.30pm 31st December, 1963 and 8.30am 1st January, 1964. Crime Report ??? refers.

Apperently a ground floor window was broken and the person responsible, reached through and stole a jar containing the tablets.
No person was arrested or suspected of this offence. XXXX XXXX has been interviewed (Bradford City C.I.D.) but denies being responsible.

Observations and enquiries will continue, in an effort to clear this matter up. The 'A' Division Plain Clothes dept. have promised to inform this department if their observations prove to…..
